He has majored architecture decree and he is honorary president of Mongolian Architecture Association.
Global is talking about green economy and green building lately. However, buildings with no green area has been constructing in our country?
Green development issue, has became the major problem throughout world. Construction sector plays an important role in order to ensure healthy and safe environment of the people. Today, developed country and developing Asian countries are focusing more on turning construction sector into green. Construction basic norms and standards are being updated in accordance with green development. Professional organizations and private entities are working actively on that update. However, we need our most important partner.
State?
Yes. Unfortunately, state is not implementing the law submitted by them. The system to stop the conflict is too weak and there is no system of accountability. Because of all this issue, State could not lead them as one.
State announced Green development policy and established the related ministry to green development?
Yes, I know. Green development policy should be implemented in every sector including construction, environment, agriculture and industry then, it should be associated with the policy of those sectors. If banks grant loan to only constructor which has green area project, then every building will be interested to construct buildings with green area.
B.Naidalaa, chief executive of Mongolian Bankers Association reported that the bank`s main criteria for financing was became green development?
That was one of the good news that I heard from the forum. Due to lack of correspondence between sectors, we only met at forum like this and changing information with each other.
How other countries are assessing and supporting their green development?
The United Kingdom has planning to move in “Zero energy house” which is supplied with renewable energy, in 2016. Denmark has announced to reduce energy consumption by 50 percent in specified year. If time is specific, the implementation will go forward by step and plan. The Government of France is to invest EUR 1.4 billion to green construction sector. In Germany, EUR 30 million interest-free loans has been granting to households who are planning to build green development house.
Mongolian commercial banks started to support green development buildings that everybody wants by finance?
Green development is not only the main issue for construction sector. It has became the fundamental problem of economic growth. The Government has to be responsible for cooperating.
What is your expected result from Mongolian Economic Forum 2015?
It has been organizing annually. This forum have to set specific goal and work faster in order to implement the goals in cooperation with state and private entities. Otherwise, this forum could be waste of time and give no beneficial result. Forum have to discuss and work on issues that could be solved within a year. Moreover, the Government have to responsible for their work within their term.
