President of Mongolia Tsakhiagiin Elbegdorj is addressing the Summit on the second day.

At the opening speech President of Mongolia emphasizes developments and advancements with relations and business partnerships between two neighbors and third neighbor countries. He mentions on the economic partnership advancements with Japan and concludes that Mongolia is moving forward in becoming strategic business partner country with bigger market players mentioning recent high level state visits which resulted in business and economic investment opportunities opening up for Mongolia.

Moreover, President notes that Mongolia is improving its investment environment and highly emphasizes the development of the non-mining sector, specifically notes the increase of entities operating in IT and media sector. Moreover, the increase in human resources focusing in engineering is one of the advancements Mongolia is going through.

President emphasizes the need of developing sustainable and responsible mining, which supports downstream services, creates jobs, brings good governance experiences and supports the improvements in the human resources.

In his speech President Ts.Elbegdorj emphasizes the effort for development which in turn creates wealth. Where he leads that wealth is sharing the knowledge.

He calls Mongolians to move forward the development.

Further he addresses the unstable political environment as there is need to be changing in this shifting period that creates dynamic entrepreneurs which in turn lead to economic advancement and development.

Mongolian state is supportive of the new start ups, new entities operating in new fields.

Sharyn Gol JSC launched their washing plant yesterday and today the joint is signing an agreement on pilot.

Right now, Director of Erdenes Mongol LLC B.Byambasaikhan invited the participants of the summit to join Mr President to the signing ceremony on Pilot Transportation Memorandum of Understanding between "Sharyn Gol JSC and Mongol Sammock Logistics Co.,LTD".

Plenary session on Macro Economic Overview has started. Advisor to Deputy Prime Minister of Mongolia Commentator L.Sayanaa is moderating the session.

Right now, Director of Economic Research Institute B.Tuvshintugs is presenting on Macro Economic Overview and Investment Environment.

"According to studies economic growth potential for Mongolia is big and the results show that it would triple in 10-15 years. The main factor for the economic growth for Mongolia is the mining sector. In the short run Mongolian economy struggles currently. Rating for Mongolia is currently is negative and the economic growth for 2015 is to be 3-3.5 percent. Three main challenges faced by Mongolia are balance of payment, fixed income and institutional quality. Significant drop in FDI has negatively affected balance of payments", Director of Economic Research Institute B.Tuvshintugs stated.

Right now, panel discussion has started and panelists are agreeing with professor B.Tuvshintugs that in the long run Mongolian economy growth will come back to its high yield.

"Stability is the very important factor for economic development and we are facing challenges in securing the stability. In our case Prime Ministers in Mongolia have limited powers. Here in Mongolia, the decision is made by 76 MPs. We can say we have 76 prime ministers", says MP M.Batchimeg.

D.Irmuun, Deputy Director General at Invest Mongolia Agency emphasized on the importance of the taxation incentives for the businesses.

Ongoing projects which lead to development of the non-mining sectors should be supported by the state and have proper legislation for economic diversification, bring the technology and know-how to Mongolian market says M.Oyunchimeg.

James Passin said that he is satisfied with the newly approved investment and capital market laws.

Question from the floor touches the disputes on the travel bans that were imposed in some cases for the investors and its impact. Ministry of Finance official addresses the question and he makes point on the taxation incentives that are being done in the scope of the taxation stability agreements. B.Irmuun addresses the same question and he emphasizes that the concerns over travel bans are very important for the foreign investors. We have to make sure that this kinds of disputes should be stopped. And Mongolia needs to conduct troubleshooting for the problems government and investors are facing.

James Passin is giving insight on his personal business experience as he is operating in Mongolia since 2006.

B.Lkhagvajav, Head of Chamber of Commerce touches on the issues related with the disputes related with investors. He mentions that state is working on the amendmends to the laws such as investment law, criminal code, taxation and other related legislation to improve the investment environment.

Munkhdul from Cover Mongolia critisized the state on the lack of proper informing of the public on the state policy.



Ch.Gankhuyag, XacBank, calls the participants and the organizers of the summit to reach the consensus and not just to talk about the challenges and urged the politicians to move forward the private sector.

Copper plant project introduction is being made by B.Namkhainyambuu, Director of Business Development Division at Erdenet Mining Corp.

Expansion works are planned at the mine to increase volume of processed ore by 4-5 tons by modernization of 4th phase crusher which is to be launched tomorrow during field trip at Erdenet Copper mine.

In recent years the company makes up to 8% of Chinese import of copper concentrates and has become one of the 10 leading countries exporting copper concentrates to China.

According to strategic concept Erdenet Mining until 2020 it plans to implement expansion works to increase capacity up to 35 million tons per year.
