Open discussion on increasing participation of scientists in making of state policies takes place

President of Mongolia Khaltmaagiin Battulga has initiated the discussion which was held in the Citizens’ Chamber of the Palace on November 29. More than a hundred academics from 36 organizations, including the Academy of Sciences and universities, took their parts. 

President Battulga delivered a speech to the participants. He greeted with the participants and underlined it has been almost five months since he assumed office as the head of state. During this time, the President has been hosting meetings with representatives of various sectors, he informed the gathered. 

This discussion aims to touch upon ways to elevate scientists’ involvement in the country’s development and state policymaking.

“I do not expect you all to say nice things about where the country is now. Our foreign debt reached USD 26-30 billion, and yet, there are a little more than three million of us. Mineral resources have been flowing out all day and night. Where does the money go? Where are the studies? There is none,” he went on. 

The President continued, “This discussion aims to touch upon ways to elevate scientists’ involvement in the country’s development and state policymaking. I wish you to come up with a solution.”

“Agriculture, a major economic sector for Mongolia, is now in a dire need of scientific studies. I wonder why we cannot make final products, although we are supplying 30 percent of the global cashmere demand. We need your advice,” said the President. 



President of the Academy of Sciences D.Regdel presented to President of Mongolia Kh.Battulga a draft of presidential decree on Providing Guidance to the Cabinet. The draft has been formulated by a team of scientists. 

During the discussion, President of the Academy of Sciences D.Regdel gave a presentation on “How to Increase Participation of Scientists in Making of State Policies and Nation’s Growth”, Director of the Institute for Strategic Studies B.Enkhbaigali on “State Policy Based on Scientific Research: Cooperation of Scientific Institutions and Government”, Honored Figure of Science and Doctor of Juridical Science S.Narangerel on “Mongolian Intellect Inherited from Wise Men”, and Rector of the Mongolian University of Life Sciences T.Kheruuga on “Pressing Issues in University Research, Potential Solutions and Suggested Actions”.
