Yesterday, Parliamentary Democratic Party Group (DPG) held a meeting and decided to submit a demand to Prime Minister Khurelsukh Ukhnaa for a dismissal of Minister of Finance Khurelbaatar Chimed and Minister of Justice and Home Affairs Nyamdorj Tsend.
The demand reads: “Irresponsible actions of some ministers of PM Khurelsukh’s Cabinet are raising problems. Specifically, Finance Minister Khurelbaatar is under investigation at the Independent Agency Against Corruption (IAAC) over a case involving the sale of Khotgor Shanaga Deposit, which was sold to a South Korean citizen. In addition, he is claimed to have broken the Budget Law by not regulating the amount of MNT 180 billion as budget revenue.
The Justice Minister Nyamdorj is claimed to have broken the Budget Law. Also, the issue concerning his rental apartment is seen to be related with a loan obtained by Ms. Altan Gotov who has connection with the 51 percent stake of the Erdenet Mining Corporation (EMC) and State Bank. Although citizens submitted complaint to the Constitutional Court, the court replied that the case should be investigated by the IAAC. Since the two ministers’ misdoings are beginning to divulge, they must take responsibility for their actions.”
In addition, the DPG established working groups on the issues concerning the major strategic deposits. MP Batzandan Jalbasuren will head the working group on inspecting Tavan Tolgoi, MP Narantuya Zagdkhuu on the Oyu Tolgoi and MP Purevdorj Bukhchuluun on the EMC issues respectively. The respective working groups are obliged to present their first review to the group within May 20.
“Many issues that are connected with the Finance Minister Khurelbaatar have been disclosed,” Head of DPG Erdenebat Dondogdorj noted to a reporter who requested clarification. “He re-amended the tax brackets back to marginal tax. Because of this, the budget is under approximately MNT 40 billion deficit. This deficit was reflected not only in the State Budget but in local budgets too.” According to the Constitutional Court, parliament members should not submit a dismissal of Cabinet members simultaneously. “Therefore, the demand is submitted to the Prime Minister. The PM shall choose which minister he will dismiss. This is allowed by laws,” Mr Erdenebat emphasized.
