Millennium Challenge Account (MCA) – Mongolia

About MCA-Mongolia
The Government of Mongolia (“Government”) seeks qualified individuals to help organize, manage and lead a new special purpose entity to be known as the Millennium Challenge Account – Mongolia (“MCA-Mongolia”). The Government will shortly establish MCA-Mongolia in the form of a state-owned enterprise to oversee the implementation of the Mongolia Water Compact (the “Compact”), a major international development assistance program funded by the Millennium Challenge Corporation (“MCC”), a United States Government agency that provides grant assistance to help partner countries promote economic growth and reduce poverty.
The Compact aims to increase the long-term sustainable supply of water to Ulaanbaatar and stem the impact of an impending water crisis. The Compact will expand the supply of water to residential consumers and commercial and industrial users in Ulaanbaatar through:
- The construction of new groundwater wells downstream from Ulaanbaatar and introduction of a state-of-the-art water purification plant;
- The construction of a new freshwater recycling plant and pipelines to provide high-quality treated freshwater;
- Policy reforms, capacity building, and technical assistance to improve the long-term sustainability of Ulaanbaatar’s water supply.
MCA-Mongolia will oversee the implementation of these investments on behalf of the Government and in compliance with the guidelines and standards of MCC.
The Roles
DIRECTOR, LEGAL (GENERAL COUNSEL)
Main Tasks: The General Counsel serves as the principal legal officer for the management team and the Board of Directors of MCA-Mongolia. In this capacity, the General Counsel develops and provides policy advice and opinions on a wide range of legal matters. The General Counsel also serves as the corporate secretary to the Board of MCA-Mongolia. The General Counsel reports to the Chief Executive Officer (CEO) and manages one dedicated, full-time staff.

DIRECTOR, DOWNSTREAM WELLS
Main Tasks: The Director, Downstream Wells, manages the preparation and implementation of the Downstream Wells Activity, including the finalization, review; and approval of detailed designs; the development of work plans and risk mitigation strategies; the preparation of detailed procurement documents; and the implementation of complex construction works under tight budget and timeline constraints. The Director, Downstream Wells, also oversees portions of the Water Sector Sustainability Activity that involve small scale works in the ger areas of Ulaanbaatar. In the course of these responsibilities, the Director, Downstream Wells, works closely with design consultants, works contractors, a variety of implementing entities, and a program management consultant. The Director, Downstream Wells, reports to the Deputy Chief Executive Officer, Programs (the “Deputy CEO”), and manages three dedicated, full-time staff.

DIRECTOR, SUSTAINABILITY
Main Tasks: The Director, Sustainability, coordinates and manages support for policy, legal, regulatory and institutional changes that enhance the long-term sustainability of the water supply system in Ulaanbaatar, including the development and implementation of assessments, technical assistance and capacity building efforts in public entities at the local, municipal and national levels. The Director, Sustainability, establishes, communicates, and reinforces a common vision of change and coordinates the development of activity designs; the completion of bidding documents for all necessary procurements; the drafting of work plans and risk mitigation strategies; and the implementation of various activities. In the course of these responsibilities, the Director, Sustainability, works closely with the Director, Downstream Wells, to ensure the proper implementation of small-scale works in the ger areas of Ulaanbaatar and with other members of the Program Division staff. The Director, Sustainability, reports to the Deputy Chief Executive Officer, Programs (the “Deputy CEO”), and manages one dedicated, full-time staff.

Main Tasks: The Director, Communications, leads and manages communications efforts related to the compact program, including media outreach, press placement and coverage, public information campaigns, and publicity events. In the course of these responsibilities, the Director, Communications, works closely with the Director, Environmental and Social Performance, to enhance stakeholder engagement activities and with the Director, Sustainability, to amplify public awareness and behavior change efforts related to public perceptions of water. The Director, Communications, builds strong relationships with the media, cultivates media opportunities for MCA-Mongolia officials, develops and implements a robust communications strategy, and serves as the official spokesperson for MCA-Mongolia. The Director, Communications, reports to the Chief Executive Officer (CEO) and manages two dedicated, full-time staff.

MANAGER, INFORMATION TECHNOLOGY
Main Tasks: The Manager, Information Technology, is responsible for the planning, delivery and implementation of all IT-related services for MCA-Mongolia, to include network management and data infrastructure. The Manager, Information Technology, reports to the Director, Administration, and supervises one dedicated staff member.
