At today’s regular Cabinet meeting, Health Minister J.Chinburen outlined a series of measures to improve the health system and said the government has designated 2027 as the Year of Health Protection.
The minister announced the appointment of a new head of the General Department of Health Insurance and said a qualified tax consultant has also been appointed to assist reform efforts. The appointee holds degrees from the National University of Mongolia, Shikhi Khutag University, and has received further training in China and Taiwan.
J.Chinburen reported, “The Health Insurance Department had become “unsupervised” since the pandemic and likened it to a “bottomless pit,” with excessive spending via contracts and inconsistent pricing for chronic and acute care under insurance. The ministry will refer the matter to legal authorities for review. The Health Ministry’s audit found widespread irregularities during the Covid period after emergency amendments increased insurance funding; officials identified roughly 230,000 billing irregularities and 730 suspected fraud cases, adding that many of these problems were not addressed promptly at the time.
The government will pay special attention to education and health going forward, describing them as core, budget-funded public services. And the government will focus on raising doctors’ salaries to more than MNT 3.5 million, with staged increases planned from 2026. I met union representatives, together with MP T.Munkhsaikhan, and discussed the unions’ formal demands and a roadmap for phased salary increases”.
J.Chinburen also welcomed a presidential decree supporting Mongolian traditional medicine, noting its long history and value. He highlighted low-cost traditional methods such as leech therapy and acupuncture and said traditional practitioners abroad are already working with Mongolian raw materials for treatments and research.
