L.Munkhbayasgalan, Member of Parliament, has announced her initiative to establish and lead a parliamentary subcommittee to investigate allegations related to Energy Resources LLC.
Speaking as a representative of the Gobi region, she emphasized the economic significance of the area’s strategic deposits, which contribute MNT 1.7 trillion to the state budget.
With 28 years of experience as an investigative journalist, she has gathered extensive evidence on alleged misconduct by Mongolian oligarchs, including cases involving Oyu Tolgoi, Tavan Tolgoi, Energy Resources, Ukhaa Khudag, Petrovis, and others.
The government has submitted a draft resolution claiming that Energy Resources fraudulently acquired the Ukhaa Khudag deposit. MP L.Munkhbayasgalan supports this position and will lead efforts to form a parliamentary subcommittee to investigate.
To proceed, at least 32 members of parliament must sign an official letter requesting the formation of the subcommittee, and Munkhbayasgalan will begin gathering support, starting with Democratic Party MPs.
She also highlighted that Energy Resources has challenged the government’s decision in court, arguing that it has paid more mineral royalties than required between 2009 and 2021. However, L.Munkhbayasgalan questioned why the company appears to be exempt from certain regulations that other coal enterprises must follow.
The subcommittee aims to determine whether Energy Resources violated laws or engaged in fraudulent activities, and to seek an appropriate resolution. "In my view, they have committed theft by creating their own legal loopholes," she concluded.
