Prime Minister Ch.Saikhanbileg is rushing to move the projects as the construction season is fast approaching, while the road construction companies are still in waiting mode for the funds to be transfered on top of already accrued accounts receivable from the government.
Mining companies are downsizing and continue on stand by. Caonstruction companies as well are stalled with the slowed sales. This can be easily understood with the continuous decline of HPI for the last 7 months. The situation is topped with the decreased currency reserves and soaring dollar.
This year the FDI have dropped below the line, while last year at least the number was positive with USD 650 million. There are many issues that PM needs to worry about.

But the cabinet submitted the necessary documents only on the last working day of the week April 17th, while Speaker Z.Enkhbold stated that Tavan Tolgoi Agrement needs to be discussed by it on the first day of the Spring Session. It is seen as the TT working group led by the Minister of State M.Enkhsaikhan have made procedure mistake taking two weeks to submit the documents.
Secretary General of the Office of Parliament B.Boldbaatar sent and official letter to S.Bayartsogt, Head of the Office of the Government stating that the discussions has been postponed as the Tavan Tolgoi Agreement resolution draft document were not adhering to the Law and Parliamentary Resolution Regulation law.
Which of the provisions of the law were violated?
20.2. Secretary General of the Office of Parliament is to deliver the submitted documents after revision withing 72 hours of receipt if the documents adhere to the provisions 20.З, 20.4 of this law and to announce the dates of the Palriamentary discussions. In case it fails, Secretary General of the Office of Parliament is to take measures to make the documents compliant.
20.3. Law drafts sumbitted to the Parliament should have the following appendices:
20.3.1. Official letter of the law initiator;
20.3.2. Law draft concept and introduction;
20.3.3. If needed amendmend drafts to other related laws and other Parliament Resolution drafts;
20.3.4. Proposals of actions required to implement the law, proposed budget and financial cost assessments;
20.3.5. Assessment evaluation from the cabinet, related state entities and NGOs, written approval of the cabinet member in charge of the legislation, written approval of the cabinet member in charge of finance;
20.3.6. Official translation of the international agreement in accordance with the International Law approval law, official letter from the state entity approving the translation;
20.3.7. If necessary official request letter from the Prime Minister on urgency of the approva explaining general provisions and reasons.
Office of the Parliament hasn't provided any information on which of the above requirements were not fulfilled.
Here we have to emphasize one issue, namely to the words Tavan Tolgoi Resolution Draft. This implies that MPs are not to discuss the investment agreement as a whole. We are not denying the fact that MPs have received the following documents:
• Investment Agreement (covering about 260 issues)
• Railroad Construction Concession Agreement (covering about 80 issues)
• Agreement on Leasing the State Property (valid for 30 years)
It is still closed from public.
During the Coal Mongolia 2015 conference one of the participants have inquired about the advisor services Tavan Tolgoi Investment working group hired. Audience applauded at the reply of the MInister of State M.Enkhsaikhan that Mongolian specialists and advising services were hired.
But it is somehow regretable that minor mistake has led to stalling of the project again. Or was it because the cabinet rushed and omitted the necessary documentation? Or it was one of the clogs by the Speaker Z.Enkhbold?
