Citizen who attacked girl walking her dog with muzzle fined by MNT 300,000

Today, a post “A man kicked a girl who tried to get on the elevator with her dog with a muzzle” was uploaded on social media.

And the police reported about this, “A citizen submitted a complaint and information that the resident of the building kicked the granddaughter at the entrance of the building on January 16. And we conducted an investigation and it was found that citizen S attacked an under age child for the reason that her dog barked and scared a child. So he was fined 300 units and taken measures in accordance with Article 6.20 (Violation of Children's Rights), Section 7 of the Law on Violation.

Recently, Mongolia has a law on pets. In this way, citizens have the rights and responsibilities of pet guardians. For instance:

  • Legal guardian shall be 18 years of age and has full legal capacity;
  • Legal guardian shall have a source of income to provide food and shelter for a pet, cover health care and services, and have attended dog and cat guardian training;
  • Pet shall have appropriate equipment such as a collar, muzzle and bag when traveling in public;
  • Legal guardian shall take care of the pet’s offspring;

Also:

  • Pets shall be carried without violating the rights of others;
  • Guardian shall be free from any discrimination or violence for having a pet;
  • Guardian can travel with pets freely in public places, residential areas, streets;
  • Guardian can demand the removal of damage caused by others to the life and health of your pet;
