(Ulaanbaatar) Jan 21, Amendments to the Minerals Law has been made in accordance with the Parliament resolution on July 1st of 2014.
The Government resolution indicates the issuance of the exploration licenses based on coordinates. This is expected to revive the FDIs, increase the mineral resources and develop the minerals exploration sector.
Exploration licenses are to cover the area of 31 million hectares, which comprises 19.9 percent of total Mongolian territory. Area prohibited to hold any exploration activities comprise 71.5 percent of total Mongolian territory.
Exploration licenses are to be issued in the following manner:
- 13.4 percent or 20.9 million hectares as per applications,
- 6.5 percent or 10.1 million hectares by selection procedures.
Exploration licenses to be issued by applilcations is to provision:
- Development of the infrastructure in Mongolia,
- Green development policy,
- Balanced FDI.
In order to fulfill the above provisions, the exploration licenses are to be issued for the territory covering 9 million hectare located west from the 104 longitude.
One Window services will be available for the applicants to ensure the transparency of the state actions and limit bureaucracy for receiving, reviewing applications and first step in fast forwading the process is the digital numeration for applications. This in turn will ensure the promptness of the applying process by eliminating the queues.
As the Mineral Resource Authority (MRA) will start receiving the exploration applications starting January 26th eligible applicats are required to be registered at MRA beforehand.
Exploration licenses to be issued by selection process is to provision:
The bids are based on the proposal on prices and the highest price will collect 50 points out of 100 and the rest 50 points are to be given based on fulfillment of the following criteria:
- Proposal on exploration work,
- Human resources and capacity,
- Technical and equipment capacity.
