If humanity fails to protect the Earth and take decisive action against climate change, land degradation, and biodiversity loss, the planet will ultimately choose its path, with or without us.
For developing and climate-vulnerable nations, high debt levels and limited budget and financial resources create significant financial risks in fully meeting their obligations under the Paris Agreement.
Therefore, I urge world leaders at this 29th Conference to prioritize and approve a 'New Collective Quantified Goal on Climate Finance,' especially focusing on the needs of developing countries, and to significantly increase climate financing.
To fully implement its commitments under the Paris Agreement, Mongolia will require financing equivalent to over 50% of its GDP.
With this goal, Mongolia is undertaking comprehensive legal, regulatory, and business reforms to boost investment in renewable energy, green agriculture, and forestry sectors.
For instance, under our 'Billion Trees' national campaign, we have expanded international cooperation and investments, creating a sustainable financing system for conservation, known as the 'Forever Mongolian' initiative.

According to a UN Women report, if global targets for mitigating climate change are not met, approximately 160 million girls and women may fall into poverty by 2050, and around 240 million may face increased food insecurity.
In response, Mongolia successfully hosted the 'Global Women’s Summit' in August in partnership with the UN, under the theme 'For a Green Future,' issuing the 'Ulaanbaatar Declaration for a Sustainable Future' to emphasize the importance of women’s participation and leadership in climate action globally.
Additionally, as climate change severely impacts pastoral economies, Mongolia proposes the establishment of an 'International Coalition for Sustainable Pasture and Land for the Future.'
We believe this coalition, supported by nations worldwide, would increase investment in traditional pastoral economies for over 100 countries, benefitting the health and livelihoods of around 500 million people.
Furthermore, this initiative aligns with UN resolutions to mark 2025 as the International Year of Cooperatives and 2026 as the International Year of Rangelands and Pastoralism, while preparing to host the 17th Conference of the Parties to the UN Convention to Combat Desertification in Ulaanbaatar in 2026.
