Chief Justice of the Arizona Supreme Court Robert Brutinel and Director of the Administrative Office of the Courts Dave Byers will visit Mongolia March 24-31 to share experiences with Mongolian judicial officials on digitalization of courts. Chief Justice Brutinel and Mr. Byers were instrumental in implementing digital court systems in Arizona to improve citizen access to court services, bolster judicial independence, and promote transparency in legal proceedings. They will discuss their first-hand experiences in digitalization of courts and court services in order to support Mongolia’s efforts to implement a similar system to strengthen rule of law and democratic institutions. This exchange is a joint effort of the U.S. Embassy and the Mongolian Bar Association.
A follow up to the highly successful visit of U.S. Federal Judge James Wynn in 2022, which highlighted the value of open communication between citizens and the judiciary in a robust democratic system, this visit continues the constructive dialogue and partnership between the United States and Mongolia to promote rule of law and democratic development in Mongolia.
The visitors will also participate in engagements with the Mongolian Bar Association, the Mongolian Advocates Association; the Judicial General Council of Mongolia; the Judicial Disciplinary Committee; the Supreme Court of Mongolia; the Judicial Training, Research and Information Institute; and the Prosecutor General’s Office of Mongolia.

Chief Justice Brutinel became Chief Justice on July 1, 2019. He was appointed to the Arizona Supreme Court in November of 2010 and was elected Vice Chief Justice in January 2018. Prior to his appointment, Justice Brutinel served as the Presiding Judge of the Yavapai County Superior Court, where he presided over cases involving civil, criminal, juvenile, mental health, drug court, probate, and domestic relations cases. Justice Brutinel previously served on the Arizona Supreme Court Commission on Technology and is a past president of the Arizona Judges Association and the Yavapai County Bar Association.
Dave Byers is the Arizona Supreme Court’s Director of the Administrative Office of the Courts (AOC). He is responsible for overseeing the operations of the Arizona court system with over 10,000 employees and a total budget of $740 million. Byers began his career with the court in 1978 as the first Director of the Foster Care Review Board. Prior to being appointed Administrative Director by the Arizona Supreme Court in 1992, Byers past positions included Director of the Program Services Division, Director of Adult and Juvenile Probation, and Deputy Director of the Arizona Supreme Court.
