Mongolia submits draft law on the status of permanent neutrality

On October 20th, Human Rights and Legal Policy Advisor to the President Ch.Unurbayar submitted the draft law on the status of permanent neutrality to the Speaker of the Parliament Z.Enhbold.

The draft law on the status of permanent neutrality includes 3 chapter and 11 articles. By ratifying this law, legal basis for ensuring national security, defense and foreign policies is expected to be improved. 

In addition, the adoption of the neutraility will not make any change to current foreign policy and be fundamental for foreign policy towards having a balanced relationship with other countries.

The draft law associated with following laws and other affiliated laws.

  • Constitution of Mongolia
  • The Concept of National Security
  • The Concept of Foreign Policy
  • Fundamentals of Military Policy

In scope of the draft law, relevant draft resolution of State Great Hural has been formulated due to its necessary to amend the Concept of National Security and Concept of Foreign Policy.

Moreover, Mongolia needs to enter the 1907 Hague Convention (V) and  1907 Hague Convention (XII) relative to the Rights and Duties of Neutral Powers and Persons in case of War on Land.
