B.Enkhbayar, Kh.Nyambaatar and J.Sukhbaatar, the members of parliaments, initiated the draft of “Law on pets”. Opinions were collected from the citizens on the draft law, and it was finalized with 9 chapters and 52 articles.
It is emphasized that this is the first draft law in the history of the Mongolian parliament that is being developed and submitted in cooperation with the citizens.
There are 220-250 thousand pets in Mongolia according to the unofficial database. In particular, 25 percent of all households, 55 percent of people living in ger district, and 12 percent of people living in apartments have pets. In addition, there are more than 320,000 stray dogs and cats in Mongolia according to the survey conducted in 2021.

Last year, "Aztai Savar" NGO told me through social media about the problem of stray dogs and cats, biting people and children, using cruel methods to destroy strays, and burying them in the ground, which is harmful to ecology and human health. I found the issue very interesting and discovered that the law is for humans, not just pets. Mongolians consider puppies among the three prettiest animals in the world.
124 countries around the world have their own pet laws. Therefore, we need to support this voluntary work, propose and approve a law. People are enemies of that which they don't know. We legalized that 3-4 thousand people are bitten and injured every year, and the owners of the pets should be responsible"
