Winter campsite decisions to be transferred to local authorities

At a joint meeting of government ministers, province and capital-city council chairs and governors held at the State Palace, Prime Minister G.Zandanshatar outlined the government’s 2026 policy and measures to devolve decision-making and reduce bureaucracy.

Key points announced by the Prime Minister:

  • The decision to grant winter campsite land in soums will be made by local authorities, not the government. 
  • The government will approve an integrated annual land plan and organise permitting so that localities issue individual permissions.
  • Legal and fiscal reforms will create opportunities for localities to generate income, allow them to retain and dispose of revenues that exceed planned amounts, and strengthen local financial authority.
  • The government will cancel and reorganise 1,000 of the 3,000 rules and regulations that concentrate power and create bureaucratic obstacles.
