A general inspection hearing was held on the topic of the “compliance of the capital’s 2024–2026 budget spending and investment projects with relevant legislation.”
During the inspection, a joint working group of three relevant organizations was established on May 19, 2026, under an order of the Prosecutor General, and major projects and programs being implemented in the capital are currently under review.
A total of 24 projects and programs are included in the inspection, including the Tuul Highway project with a budget of MNT 2.3 trillion, the preliminary feasibility study and draft budget tender for the “Shine Toirog” highway project worth MNT 16.9 billion, and seven packages for the Selbe sub-center residential complex.
The inspection covers six public transport projects, four highway projects, four construction and urban development projects, five energy projects, and five infrastructure and water projects. Of these, 11 projects have not yet been financed, while 13 have received partial funding and have already begun implementation.
As part of the investigation, expenditure transactions worth MNT 2.6 trillion across 30 accounts related to the projects and programs were restricted with the approval of prosecutors. Currently, 8 people have been charged in criminal cases, and 3 have been detained.
