A working group established last December is updating the methodology used to determine household living standards, with the aim of ensuring that social welfare and protection services are better targeted toward households most in need.
The working group held a meeting on September 22 to discuss the initial findings from the methodology update.
The initiative to revise the “Methodology for Determining Household Living Standards” is intended to improve the accuracy of household living-standard assessments and ensure that social protection services are effectively delivered to their intended beneficiaries.
The work is being carried out jointly by the National Statistics Office, officials from the Ministry of Family, Labour and Social Protection, and researchers, with support from World Bank consultants.
Mongolia first developed a proxy means-testing methodology for assessing household living standards in 2010. It was subsequently updated in 2013 and 2016. A hybrid methodology approved in 2023 is currently in use.
The working group has been instructed to carry out, in phases throughout the current year, a range of tasks including improving the quality, accessibility, and scope of relevant data; testing the draft methodology under real-world conditions and conducting evaluations; and further refining and finalizing the updated methodology.
