The Government of the United States concluded its foreign assistance review and reaffirmed its decision to continue funding the Mongolia Water Compact, a $462 million investment in water security and economу, signed between the Government of Mongolia and the U.S. Millennium Challenge Corporation (MCC).
This decision follows the U.S. President’s January 20, 2025 executive order titled “Reevaluating and Realigning United States Foreign Aid,” which temporarily paused all MCC Compact and Threshold program activities across 47 countries. During the review period, select construction and procurement activities through the Mongolia Water Compact were granted exceptions to continue, ensuring the integrity of ongoing works and protecting prior investments.
The Millennium Challenge Account - Mongolia continues to operate in full compliance with U.S. Government rules and regulations and, in close cooperation with the Government of Mongolia and the Millennium Challenge Corporation, has undertaken all necessary measures to mitigate and manage risks arising from the temporary pause.
The Mongolia Water Compact - Ulaanbaatar City Bulk Water Supply Project is being implemented on time and on budget. With a solid track record of delivery—87% complete as of August —the Mongolia Water Compact is laying the foundation for expanded economic opportunity in the region. As Ulaanbaatar grows, these investments are expected to improve the business environment, reduce infrastructure-related barriers, and provide a stable platform for domestic and international investors.
