President vetoes expenditure section of bill on government budget

On December 5th, President of Mongolia Khaltmaagiin Battulga put a partial veto on the expenditure section of the Bill on Government Budget for 2018, in a view that the bill encourages prodigal expenditure of state budget. An official letter was submitted to Chairman of the State Great Khural M.Enkhbold. 

Previous data indicate expenditures of 2017 and 2018 budget had remained on similar level with or exceeded the previous years’ budget expenditures. The fact that the Parliament, which made number of decisions to transmit most of the pressure of recent economic decline onto the shoulders of taxpayers, has not been making tangible efforts to reduce costs and budget deficit is raising a serious concern, reads the letter. 

“I, as the head of state, have no other choice, but to put a partial veto on the Bill on Government Budget for 2018, while reminding the State Great Khural of the necessity to look back on its decision and pass a proper budget bill that reflects financial discipline and accountability, efficiency and economical expenditure.”, the President wrote. 

At the end of the letter, President Battulga wished the Parliament to discuss and settle the veto in pursuance of related laws and regulations.
