By the invitation of Khurelsukh Ukhnaa, the President of Mongolia, Frank-Walter Steinmeier, the President of the Federal Republic of Germany, paid a state visit to Mongolia on February 7-8, 2024.
During the state visit, a signing ceremony was held on relations and cooperation between Mongolia and Germany. The ceremony was attended by U.Khurelsukh, the President of Mongolia, and Frank-Walter Steinmeier, the President of the Federal Republic of Germany. And the following 9 documents were signed during the ceremony.
Strategic Partnership Joint Declaration:
- In 2008, the document on comprehensive partnership relations between the two countries was signed. On the occasion of the 50th anniversary of diplomatic relations between the two countries, during the state visit of the President of Germany, the level of relations between the two countries was upgraded to the level of strategic partnership. Therefore, Germany, the third neighbor, became the first European country to establish a strategic partnership. Currently, Mongolia has established strategic partnership relations with the United States, Japan, the Republic of Korea, and the Republic of India.
Contract between the Government of Mongolia and the Government of Germany on international passenger and cargo transportation by road:
By signing the contract, it is important for the deepening of economic, trade and investment relations not only with Germany but also with other European countries. Mongolian transporters will have more opportunities to transport to European countries. Also, it is important for landlocked Mongolia and will contribute greatly to the economy as it is the shortest transit route between Asia and Europe.
- Contract between Mongolian Academy of Sciences, National University of Mongolia, and German Archaeological Institute on Continuation of Cooperation for “Mongolian-German Karakorum Expedition,” and “‘Orkhon’ Mongolian-German Joint Expedition":
Joint Mongolian-German archaeological research in the Orkhon Valley began in 1998 under the auspices of Bagabandi Natsag, the former President of Mongolia, and Roman Herzog, the former President of Germany. This project has been implemented over two decades and involves comprehensive undertakings, including creating topographical maps of historical sites, conducting excavations, analyzing artifacts, sharing findings with the public, and organizing exhibitions. And the two parties agreed to extend their cooperation agreement for another 5 years.
- Contract between the Ministry of Education and Science of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of “German-Mongolian Institute for Resource and Technology" Project:
German-Mongolian Institute for Resource and Technology is a state-owned university established in 2013. The institute is playing an important role in the domestic preparation of human resources, the development of research and innovation, and the localization of the necessary human resources for the development of the mining and processing industries in Mongolia. With the financial support of EUR 7 million from the Government of Germany, a project to build university student housing and training and research facilities is being implemented. According to the agreement, additional EUR 4 million will be allocated from Germany for the organization and operation of the institute.
- Contract between the Ministry of Justice and Internal Affairs of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of the "Project to Improve the Legal Environment and Enhance the Capacity of Judiciaries":
Germany has supported and implemented projects to improve the legal system and strengthen the capacity of legal and judicial institutions. In relevance, financial assistance will be provided for legal advice on judicial transition processes and strengthening of staff and technical capacity in the sector.
- Contract between the Ministry of Environment and Tourism of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of the "Project II on Contributing to the Preservation of Ecosystems by Supporting Specially Protected Areas":
It is planned to implement sustainable management in specially protected areas with the support of local citizens. Consulting services will focus on implementing the revision of the Law on Specially Protected Areas, improving the management of specially protected areas on selected topics, and improving environmental education.
- Contract between the Ministry of Economy and Development of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of the "Project II on Supporting Economic Growth and Entrepreneurship":
This project aims to improve access to investment and export support services for enterprises. In this way, the capacity and coordination of key participants in the implementation of economic and investment policies will be strengthened, and investment support tools will be improved.
- Contract between the Ministry of Energy of Mongolia and the German Agency for International Cooperation (GIZ) on the Implementation of the "Capacity Building Project for the Development of Sustainable Energy in Mongolia:
In relevance with the update of the energy sector, the Government of Germany has decided to grant EUR 2 million to increase the capacity of public and private sector stakeholders and improve correlation.
- Memorandum of Understanding between the Department of Culture and Arts, the Implementing Agency of the Government of Mongolia, and the Museum for Prehistory and Early History, part of the Berlin State Museums, on Jointly Displaying a Physical Exhibition in Germany showing the history of Chinggis Khaan and the Great Mongol Empire:
It was agreed to open a "physical exhibition showing the history of Chinggis Khan and the Mongol Empire" in Berlin and Bonn in 2026 and 2027, under the auspices of the heads of states, based on the archaeological excavations of Kharkhorum, the ancient capital of Mongolia. It has the importance of promoting Mongolia's history, culture, and traditions, and increasing the number of European tourists. In 2005, the exhibition "Chinggis Khan and his heirs" was held in Bonn.
