According to the duties and directions given by the Subcommittee on Human Rights of the Parliament, special number 92050222 is operated with the purpose of receiving complaints and information about violations of the rights and interests of conscripts.
The National Human Rights Commission conducted a basic survey involving about 1,500 staff of 16 units and of the armed forces. Also, a sample study was conducted on 126 criminal cases. The survey result was presented in the 21st speech on human rights and freedoms in Mongolia.
The Parliament of Mongolia approved the relevant resolution and assigned duties to the government and relevant institutions. And the National Human Rights Commission worked in seven units of the armed forces to check the implementation of this resolution.
In the resolution, “Evaluate the causes and circumstances of the loss of human life and health in military service, prevent crimes and violations, detect irregular military relations, register them, take preventive measures and monitor the implementation”. But the implementation of the resolution is inadequate.
In particular, the National Human Rights Commission made a conclusion that the risk of accidents, deaths, and unfortunate events will not decrease if soldiers continue doing household and back-office work and services.
B.Enkhbold, a member of the National Commission for Human Rights, informed about the requirement to provide compensation, assistance and support to citizens who have suffered health and emotional damage during military service.
In 2021, the National Human Rights Commission investigated 126 cases and 15 of them were death cases during military service. 4 cases were resolved by the court. One case was dismissed, and four people were charged with criminal responsibility in the other three cases. 67 out of 126 cases were decided by the court. 44.5% of them were dismissed on the grounds that it was a suicide or an unfortunate incident.
