According to the law in case of fire the soum Governors are to act as Heads of EMA, which is same with the Aimag Governors. In fire sparked in Dornod, Khentii and Sukhbaatar aimags first ones to take actions were soum governors. As the fire went out of control due to irresponsible acts of the individuals and shifting fire from the Russian side and started covering the bigger territory aimag Governors took charge as well in accordance with the legislation and protocol.
