The Governor of the Capital City’s order No. A/632 established the working group tasked with the responsibility to take effective measures to eliminate corruption and bureaucracy and prevent briberies, chaired by the Deputy Governor in charge of Human Development and Social Policy, with 28 officials from 22 relevant municipality organizations.
The working group aims to improve public services provided to citizens and legal entities, to digitize public services, improve resolutions to citizens requestions and complaints, ensure information transparency, improve the ethics, disciplinary measures, and accountability of civil servants, eliminate corruption and bureaucracy and to prevent corrupt activities from taking place. To ensure this, the working group approved a plan with 4 objectives and 24 anti-corruption measures to be implemented.
To improve public services:
The “Online Business Center” platform will be launched in order to improve the quality and accessibility of public services provided to citizens and legal entities by the local government agencies, to improve the accountability and responsibility of civil servants, to reduce corruption and bureaucracy, and to implement smart state monitoring and inspections.
In this regard, the citizen and legal entity registration system https://business.ulaanbaatar.mn/app was developed to create a unified information system which improves the responsibility, cooperation, and monitoring of the capital city’s public and private sector entities engaged in trade, production, and services. Currently, the system has registered 13,811 individuals and legal entities that have signed responsibility agreements and are licensed to operate in the capital city.
Additionally, there are600 types of services are provided to citizens and legal entities from 42 local administrative organizations, and 172 services with special and ordinary permits and licenses. Measures are being taken to eliminate the bureaucracy and delays related to the above 172 types of licensing services to improve and simplify the process. In accordance with the agreement signed on October 4th, 2021, with The Asia Foundation and “Smart Solutions” LLC, the preperation has started.
The Capital City Land Management Agency and the Capital City Urban Development Agency provide the most services to citizens and legal entities. To eliminate these violations and shortcomings, 27 out of 43 types of services provided by the Capital City Land Management Agency /Egazar.gov.mn, mle.mn, egazar application/, 8 out of 22 types of services provided by the Capital City Urban Development Agency /eservice.ulaanbaatar.mn and e-mongolia.mn/ have been transferred to the digital form.
