During the general control hearing on air pollution and smoke, a discussion titled "Smoke Issue: Standards and Control – Stove and Fuel Technology" highlighted pressing concerns about air pollution in Ulaanbaatar.
Mayor Kh.Nyambaatar said, "According to a study by the international organization JICA, air pollution in Ulaanbaatar is caused by smoke from vehicle exhausts, chimneys of ger districts, smoke from thermal power plants, and large centralized landfills. In the last decade, the number of cars in the capital has increased by 500 thousand. Since 2011, the capital has spent MNT 340 billion to reduce air pollution.
This year, 5,000 households will be transferred to apartments. 15,000 households will be connected to the natural gas system. All thermal power plants in Mongolia are operating at full capacity. Now it is impossible to provide heat even to 1 sq.m of area. The reason why apartments were built in the center of Ulaanbaatar is that the plan to build apartments was carried out through corruption and connected to the heating system. As a result, there is a shortage of heat.
54% of Ulaanbaatar residents live in apartments and 46% in ger districts. If households in ger districts are connected to gas, they will have hot and cold water for use at home.
The stove issue is a national problem. Around 90,000 households urgently need new stoves. If we decide to replace them, it will require taxpayers’ funding. If we don’t, the number of people suffering from smoke-related health problems will not decrease”.
